Only surfed here twice but both times were a blast. A great clean break in summer. There is also a river inlet where it is safe for children to paddle. The beach is backed by woods and very private.
Watch out for the watch out for the Portuguese Man-of-war.

Kilauea Bay Beach is in a small cove at the end of the placid Kilauea River and bordered by tree covered hills and a rock quarry. You might be lucky and have the beach to yourself. More often the semi-seclusion of this beach is broken by the anxiety caused by the Kauai homeless who unofficially camp at Kilauea Beach. While the seas are calm, enthusiasm for swimming is mitigated by murky conditions.
